CIPA stands for the Children's Internet Protection ACT or CIPA for short. The Supreme
court has ruled that CIPA is constitutional.

What type of Filters are there? 
There are "blacklist" filters and "whitelist" filters. Black
list filters work by excluding objectionable sites on a list. Whitelist filters work by
allowing only predetermined sites to be accessed. All other sites are blocked. Family
Internet safety offers both black list and whitelist filters.
